Fire Protection Design Requirements: Equinix DA12 Campus, Dallas, Texas

Section 1: Project Overview


Equinix is constructing a two-phase hyperscale data center campus at 1550 W. Mockingbird Lane in West Dallas on the former site of Taylor Publishing and Balfour Publishing. The first building—DA12-1—spans 372,517 square feet across four stories, with construction beginning in February 2026 and targeted completion in October 2027. A second four-story building, DA12-2, will follow with an estimated $293.7 million investment and construction running from September 2027 through March 2028. Total committed investment across both phases exceeds $835 million.


The Dallas–Fort Worth metro represents one of Equinix's deepest markets in North America, with DA12 serving as its ninth DFW facility. The campus is designed to handle high-density AI and cloud workloads, reflecting the region's concentration of hyperscale deployment driven by available land, power, and fiber interconnection. Fire protection designers face specific and demanding conditions that must be established early and incorporated into the permit package from inception.


Section 2: Fire Protection Challenges Specific to This Project


At 372,517 square feet per phase, the DA12 campus introduces design conditions beyond standard commercial data center requirements.


High-density electrical infrastructure in occupied construction zones. Each phase will contain large UPS arrays, high-voltage distribution switchgear, emergency diesel generators, and transformer vaults. As DA12-1 enters service in late 2027, DA12-2 will simultaneously begin construction on the same campus. Fire protection designers must address protection for the operational phase, temporary protection during adjacent construction, and clear system boundary delineation between the two buildings.


Raised floor plenum coverage determination. "NFPA 75, Standard for the Protection of Information Technology Equipment (2017 edition as referenced by IBC 2021), requires automatic sprinkler protection beneath raised access floors when the space exceeds 30 inches in depth and combustible content is present." A four-story hyperscale facility managing power and cooling through floor plenums will almost certainly meet those thresholds. Whether ceiling-only or combined under-floor and overhead protection is required must be determined at schematic design, before the structural floor slab and power distribution infrastructure are laid out.


Commodity classification and suppression strategy for battery backup. Where uninterruptible power supply systems include lithium-ion battery arrays, "NFPA 855, Standard for the Installation of Stationary Energy Storage Systems (2020 edition), may apply. NFPA 855 Section 4.7 requires a fire protection system — sprinklers, detection, or both — for energy storage installations above defined capacity thresholds." The suppression approach for UPS rooms must be resolved in coordination with the MEP engineer and equipment vendor before equipment procurement is locked.


Water supply in West Dallas. The site is served by the City of Dallas water system, but a building of this scale—likely Ordinary Hazard Group 2 or higher in generator rooms and battery areas—will carry substantial sprinkler demand. A current flow test from Dallas Water Utilities is required before hydraulic calculations can begin, and the result determines whether the system supply can be met from the street main or whether a fire pump and on-site storage are needed.


Section 3: Required Systems and Applicable Codes


The City of Dallas adopted the 2021 International Building Code (effective May 12, 2023) and the 2021 International Fire Code (effective February 10, 2023), with local amendments. The 2021 IBC and IFC reference NFPA 13 (2019 edition) and NFPA 72 (2019 edition) as the controlling sprinkler and signaling standards. Designers working on a Dallas building permit should confirm the current local amendment status with the City's Building Inspection Division before finalizing the design basis.

Section 4: What Designers Need to Think Through


Occupancy classification by zone. The primary server floors will classify as Business (Group B) occupancy under the IBC. Generator rooms containing diesel fuel above the allowable quantity will push toward Hazardous (Group H) or High-Hazard (Group S-1/S-2) classification depending on stored quantities. Getting this mapping right determines which suppression standard and fire-resistance-rated construction applies to each zone, and it needs to be settled before the floor plans are issued for structural design.


NFPA 75 plenum analysis. Confirm raised floor depth and combustible loading in each data hall before selecting the sprinkler approach. If under-floor protection is required, the piping must be routed in coordination with the data center infrastructure team before floor tile grids and cable trays are installed—it cannot be field-fit afterward.


Phase boundary and fire barrier design. When DA12-2 begins construction in September 2027 adjacent to an operating DA12-1, the fire protection systems in DA12-1 must remain fully operational. The structural fire barrier between the two buildings, and the point where each building's fire alarm and sprinkler systems separate, need to be established in the DA12-1 permit set and coordinated with the DA12-2 design team before either permit is submitted.


Pre-application coordination with Dallas Fire-Rescue. A building of this size and occupancy complexity warrants a pre-submittal meeting. Dallas Fire-Rescue's expectations for high-density electrical occupancies, emergency generator configuration, and large-footprint Group B buildings with hazardous areas should be confirmed before the permit set is assembled.
