NFPA 13's 2022 Working Drawing Requirements: What Changed and Why It Matters on BIM-Coordinated Projects

Introduction


There are two distinct documents in any sprinkler project: the design engineer's plans and the contractor's working drawings. NFPA 13 governs both, but Section 28.1.3 — the working drawing requirements — governs the contractor's installation submission specifically. The 2022 edition of NFPA 13 substantially rewrote that section, adding requirements for ceiling fixture coordination, structural member labeling, and design criteria that the contractor cannot satisfy without data from the design team. On projects running BIM coordination, that data lives in the coordinated model. If the information handoff isn't built into the BIM workflow, the working drawings will be incomplete — and the AHJ will notice.


What NFPA 13 Calls "Working Drawings" — and Who Actually Prepares Them


Working drawings under NFPA 13 are the installation-ready shop drawings the sprinkler contractor prepares and submits for AHJ review and approval before pipe goes in the ground. These are distinct from the design engineer's construction documents, which establish system type, hydraulic design criteria, water supply assumptions, and applicable codes. The contractor's working drawings show the actual pipe routing, branch line spacing, sprinkler head layout, hydraulic reference point, fitting schedule, hanger locations, and everything else needed to install the system as designed.


In NFPA 13-2022, Chapter 28 governs working drawings. Section 28.1.3 contains the minimum list of what those drawings must include. Prior to 2022, this list had remained relatively stable across editions. The 2022 revision essentially gutted and rewrote it — in ways that significantly expand the information the contractor must obtain from the rest of the design and construction team.


Understanding this distinction matters because the design engineer is typically not preparing the working drawings. But the engineer's BIM model, design documentation, and background files are the primary source for much of what Section 28.1.3 now requires.


What Changed in NFPA 13-2022 Section 28.1.3


Several requirements were added, modified, or restructured in the 2022 edition. The most practically significant changes:


Cross-section requirement removed; plan labels added. Earlier editions required a full-height building cross-section on working drawings. The 2022 edition removed this and replaced it with requirements to show ceiling heights labeled on the floor plan [28.1.3(9)], to identify and locate major structural members [28.1.3(11)], and to label areas as Obstructed or Unobstructed construction as applicable [28.1.3(11)]. The result is more useful: specific, located information on the plan rather than a single-slice section that may not represent the actual construction.


Ceiling fixtures now required. Section 28.1.3(8) now explicitly requires that diffusers, lights, and other ceiling fixtures — as well as major MEP equipment just above or below the ceiling — be shown on sprinkler working drawings. This has been common practice on well-coordinated projects for years; the 2022 edition codifies it as a minimum requirement.


Owner's certificate data on the plans. The Owner's Information Certificate has long been required to be submitted with working drawings. The 2022 edition, at Section 28.1.3(14), now requires that the certificate's key data — storage materials, storage heights, water supply information, seismic bracing applicability — appear on the drawings themselves. This is information the contractor often gets from the design engineer or owner's representative, not from their own investigation.


Design criteria for each space. Section 28.1.3(15) requires that hazard classification be shown for every room and space, and that commodity classification, storage type, configuration, storage height, and packaging be shown for storage areas.


Forward flow means location. Introduced in 2019 and clarified in 2022, Section 28.1.3(18) requires the location and labeling of the means of conducting a forward-flow test. This must be identifiable on the working drawings.


Expanded seismic detail. Section 28.1.3(22) requires more seismic bracing specifics, including design angle categories, flexible coupling locations, maximum spacing, penetration clearances, and zones of influence.


Practitioners should verify which edition of NFPA 13 the AHJ at their project location has adopted, as adoption of the 2022 edition is not yet universal.


Why This Intersects With BIM Coordination


The ceiling fixture requirement in Section 28.1.3(8) is where the connection to BIM coordination becomes direct and consequential.


To show lights, diffusers, grilles, and major MEP equipment on the sprinkler working drawings, the sprinkler contractor needs accurate background information from the architect's reflected ceiling plan and the MEP engineer's model. On a BIM-coordinated project, that information exists — but it lives in the coordinated model, and the fire protection contractor may not have access to current versions of it at the time they prepare working drawings.


Unlike MEP trades that are typically included in the GC's BIM coordination process from the start, fire protection contractors frequently receive background files late — after coordination for ductwork, electrical, and plumbing is already underway. In a traditional delivery model, this creates a sequencing problem. The contractor can't meet 28.1.3(8) without background data, and that data may not be available in a useful format at the time the working drawing submittal is due.


On BIM-mandated projects, the BIM Execution Plan (BEP) should explicitly address fire protection coordination, including when background models are shared with the sprinkler contractor, what LOD is required for coordinated elements, and who maintains the model of record at each phase. If the BEP is silent on fire protection, the contractor is left to request backgrounds on a one-off basis — which delays the working drawing submittal and creates version-control risk.


The practical recommendation: design-side fire protection engineers should flag the 28.1.3(8) requirement explicitly in their specifications and establish a clear handoff protocol for architectural and MEP backgrounds to the sprinkler contractor. On BIM-coordinated projects, this means identifying when the coordinated model will be shared, in what format, and at what LOD.


What This Means for the Design-Side Engineer


Most design engineers don't prepare sprinkler working drawings. But they are often the first point of contact when an AHJ returns a working drawing submittal with deficiencies. Understanding what Section 28.1.3 requires makes it easier to structure the design package so the contractor has what they need to comply.


A few practical implications:


The design package should identify occupancy hazard classification and, where storage is present, commodity classification for every space. If that information isn't in the engineer's documents, it won't be in the contractor's working drawings.


On projects where the engineer produces a design-intent BIM model, the specification should define what the contractor receives from that model, when they receive it, and in what format — and explicitly reference the ceiling fixture coordination required under 28.1.3(8).


Where the AHJ has adopted NFPA 13-2022, plan reviewers now have Section 28.1.3 as a checklist. Submittals that lack structural member identification, ceiling height labeling, or ceiling fixture coordination will be flagged. Engineers who brief their contractor clients on these requirements before the submittal is prepared will avoid unnecessary revision cycles.
