Fire Protection Design Requirements: Mutual of Omaha Headquarters Tower, Omaha, Nebraska

Section 1: Project Overview


The Mutual of Omaha Headquarters Tower — internally called "Project Beacon" — is a 44-story, 677-foot office tower under construction at 215 South 15th Street in downtown Omaha, Nebraska. The project broke ground on January 25, 2023, with completion targeted for fall 2026.


Developer Lanoha Real Estate Co. is delivering the building for owner Mutual of Omaha, a Fortune 500 insurance and financial services company. The design team includes Pickard Chilton as design architect, Kendall/Heaton Associates as architect of record, HOK for interiors, and Alvine Engineering handling mechanical, electrical, and plumbing systems. JE Dunn Construction is the general contractor.


At 800,000 square feet, the tower is organized around a conventional office stack with a multi-level sky lobby spanning floors 16 through 20, containing food service, fitness, wellness services, and flexible conference space with occupied outdoor terraces. The 44th floor features a conference center with a two-story atrium. An integrated parking structure provides 2,200 spaces for associates and the surrounding community.


When complete, the Mutual of Omaha Tower will be the tallest building in Nebraska.


Section 2: Fire Protection Challenges Specific to This Project


A 44-story, 677-foot corporate office tower in downtown Omaha presents fire protection design challenges that extend well beyond the baseline high-rise requirements of the adopted codes.


Hydraulic pressure zoning. At 677 feet, a single sprinkler system hydraulic zone cannot serve the full building height. Static pressure at grade for upper-level sprinkler heads would far exceed the 175 psi maximum working pressure permitted at sprinkler heads under NFPA 13, 2016 edition (Section 8.2.7). The designer must divide the building into multiple pressure zones — typically three to four at this height — with fire pumps and pressure-reducing valves (PRVs) sized for each zone. Pump placement, suction pressure, and rated shutoff pressure all require coordinated analysis with the building structure and mechanical space layout.


Sky lobby and occupied outdoor terraces. The multi-floor sky lobby spanning floors 16–20 introduces large open floor plates, high ceilings, and outdoor terraces with adjacent interior sprinklered spaces. Food service areas that seat 50 or more occupants are classified as Assembly Group A-2 under IBC 2018 Section 303.1, which carries different sprinkler demand criteria, egress widths, and travel distance limits than Business Group B. The fire protection engineer must also address the sprinkler coverage boundary at glazed curtain wall transitions to outdoor terrace space, per NFPA 13 2016 Section 8.15.


Two-story atrium on floor 44. The atrium in the 44th-floor conference center triggers IBC 2018 Section 404 atrium requirements, including a dedicated smoke control system. This atrium smoke control design must integrate with the broader building smoke control strategy required under IBC 403.4.7 for high-rise occupancies.


Standpipe pressure management. A wet standpipe riser running the full building height will produce outlet pressures at lower floors far exceeding 175 psi without pressure-regulating valve (PRV) assemblies installed at each hose valve connection. NFPA 14 requires a minimum residual pressure of 100 psi at the topmost outlet under full flow — confirming that requirement is met at the top while avoiding excessive pressure at the base requires careful hydraulic modeling floor by floor.


Section 3: Required Systems and Applicable Codes


The City of Omaha has adopted the 2018 International Building Code (IBC) with local amendments in Chapter 43 of the Omaha Municipal Code. The Nebraska State Fire Marshal enforces a statewide fire code based on NFPA 1 (2012 edition) and separately adopts NFPA 72, 2016 edition for fire alarm systems and NFPA 13, 2016 edition for sprinkler systems. NFPA 101, 2012 edition — with Nebraska amendments dated November 25, 2019 — governs life safety requirements for all occupancy types.


Under IBC 2018 Section 402.1, a building with occupied floors more than 75 feet above the lowest fire department vehicle access level is classified as a high-rise building. At 677 feet, the Mutual of Omaha Tower meets this threshold by a substantial margin and must comply with all provisions of IBC 2018 Section 403.

Section 4: What Designers Need to Think Through


Fire pump configuration and water supply. With three or more hydraulic zones required by height, the designer must decide whether to use series-arranged pumps feeding an intermediate transfer tank, or dedicated zone pumps at mid-level mechanical floors. Suction supply from Omaha's public water main must be confirmed with a documented hydrant flow test. The test data — static pressure, residual pressure, and pitot flow — determines whether a booster pump at the base of the system is required and sets the suction conditions for all zone pumps above.


Occupancy classification at the sky lobby. If any individual dining or assembly area on floors 16–20 is designed for 50 or more occupants, it triggers Assembly Group A-2 classification under IBC 2018 Section 303.1. A-2 areas carry a higher sprinkler demand under NFPA 13 than Business Group B, different exit access travel distance limits (200 feet without a sprinkler upgrade vs. 250 feet with), and different means-of-egress width calculations. The AHJ will expect the permit documents to clearly delineate occupancy boundaries and demonstrate that egress through adjoining B-classified corridors satisfies both sets of requirements.


Egress from occupied outdoor terraces. Occupied rooftop and elevated terraces that are used as assembly or gathering space must provide compliant means of egress back through protected interior spaces under IBC 2018 Section 1009. The fire protection engineer should confirm that any egress corridor adjacent to terrace openings is fully sprinklered and that NFPA 13 2016 coverage requirements are not interrupted at the glazing line.


Stairwell pressurization and smoke control coordination. IBC 2018 Section 403.5.4 requires that exit enclosures (stairwells) serving high-rise buildings be pressurized. At 677 feet, shaft pressure variation from wind loading can be significant. The mechanical and fire protection engineers need to coordinate stairwell pressurization, floor-by-floor pressure relief, and smoke control operation during alarm events before design documents are finalized.
